Contract Specialist
Washington, D.C.

Ethic Tech, LLC is an 8(a) Native American and Veteran Owned small business Headquartered in Huntsville, AL. Ethic Tech is seeking several qualified contract specialists to support the Executive Office of the President (EOP) of the United States, Office of Administration, with demonstrated skills and experience in working with Department of Defense contracts. This position encompasses a wide range of activities with involvement in all phases of day-to-day activities in contract life cycle support and administration. Candidate should be familiar with source selection and contract acquisitions within information technology (IT) scopes of work.


Contract Specialist has general knowledge in his/her field of expertise, including applicable instructions, regulations and law, and performs daily work assignments with little to no supervision. Possess a basic understanding of organization and contents of the Federal Acquisition Regulation (FAR) and agency specific regulations. The Contract Specialist has a basic understanding of various contract types and is knowledgeable of the process required to issue a contract or order for services or equipment. The Contract Specialist will be experienced with IT related contracts and possess the ability to understand terms, acronyms, and other language in order to fulfill contract specialist duties and oversight. 


General Responsibilities:

  • Assist the Contracting Officer (KO) in conducting strategic requirements review, acquisition strategy development, Request for Proposal development, and in performing other related procurement tasks as required.
  • Assist the KO in review of requirements documents submitted by the Program Office to determine adequacy and sufficiency and make recommendations to the KO to accept or reject.
  • Participate in meetings as required. Meetings include pre-award conferences, periodic progress review meetings, acquisition planning meetings, and other meetings as required by the KO.
  • Assist the KO in preparing solicitations, acquisition plans, source selection plans, and other documents required in accordance with regulatory and local guidance. Documents shall be accurate, current, and maintained up-to-date (for example, Acquisition Plan milestone schedule).
  • Support the KO in assisting customers with the development and preparation of requirements documents (e.g., Performance Work Statement (PWS), technical evaluation factors, performance plans, etc.).
  • Complete all contract awards within the Agency's established Procurement Administrative Lead-times (PALT). 
  • Complete and handle all contract files in accordance with acquisition regulations and EOP local policies and procedures.
  • Support the KO in source selections and sign Organizational Conflicts of Interest (OCI) and Non-Disclosure Agreement (NDAs). All source selection evaluation information made accessible to Contractor personnel shall be protected and treated as "Source Selection Sensitive" information as defined in the Federal Acquisition Regulation (FAR) paragraph 2.101 and pursuant to paragraph 3.104.


Position Requirements:

  • Bachelor's Degree in related field (desired).
  • Federal Acquisition Certification Contracting (FAC-C)/ Defense Acquisition Workforce Improvement Act (DAWIA) Level I required; or II preferred.
  • 5+ years of experience with cradle-to-grave contract management experience, including procurement planning, pre-award, price and cost analyses, and post-award and closeout in a government or government support role.
  • Experience with providing expert contractual advice to a government client, including researching, analyzing, and interpreting complex rules and regulations and providing actionable recommendation to government clients, such as senior government executives.
  • Experience with the complete Microsoft Office Suite, including Excel, PowerPoint, and Project.
  • Knowledge of FAR, Defense FAR Supplement (DFARS), principles of acquisition planning, and other requirements necessary to accomplish assigned duties.
  • Proficiency in contract writing systems such as Procurement Request Information System Management (PRISM) or Procurement Desktop Defense (PD2).
  • Ability to utilize Government-Wide Acquisition Contract (GWAC) vehicles for contract awards such as General Service Administration (GSA) and the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP).
